Chief Operating Officer, Northeast Brooklyn Housing Development Corporation (NEBHDCo)

Ms. Boyd has spent the last thirty-one years of her career in the fields of affordable housing and community development in both management and consulting capacities.  As Chief Operating Officer at Northeast Brooklyn Housing Development Corporation (NEBHDCo), she is responsible for Community Programs, Economic Development, Fiscal, Homeownership, Human Resources, Asset & Property Management and Real Estate Development lines of business for the $109 million organization.  Ms. Boyd spearheaded the Vacancy Implementation Plan and implemented the Independence Starts At Home program.  She has led creative funding approaches to economic and real estate development projects.  In addition, she has designed, created and implemented the Employment Initiative with emphasis on strategy and partnership alliances; expanded the Community Food Security strategy and raised $4 million for programs and initiatives. 

Ms. Boyd is leading the development of NEBHDCo’s Urban Aqua Farms, an indoor facility in a NEBHDCo property that will provide year-round, high quality, affordable fresh-water fish and vegetables to food insecure individuals and families in the community.  Our aquaponics farm is a natural bridge between and expansion of our Golden Harvest Client Choice Pantry and our Communities for Healthy Food Bed-Stuy initiative. 

Prior to joining NEBHDCo, she was principal of Lisa Boyd Consulting, LLC.  Ms. Boyd delivered a broad range of consulting services to these industries.  She provided housing development expertise to private, public, and non-profit clients; secured $41.4 million in Low Income Housing Tax Credits (LIHTC) and raised $34.8 million in equity to finance affordable housing projects through the expert preparation and submission of LIHTC applications to New York State and New York City housing agencies; raised over $3 million in operating support for projects and developers; performed organizational and property management assessments; and offered technical assistance in writing and evaluating Request For Proposals, committee member training in contract development, evaluation, and review, and implementation training and support to housing development organizations and HOPE VI projects to public housing authorities, for profit developers and non-profit developers.  Ms. Boyd recruited senior staff and provided executive transition management support.  In addition, she was available for individual and team coaching and mentoring.

She has a Masters Degree in Urban Planning from Hunter College and a Bachelor of Science Degree in Public Administration from the University of Southern California.
